People either agree or disagree with this play. Don’t limp in for the blind in an earlier position unless you’re willing to call a raise made later on in that round of betting. If you limp in and you’re not willing to call a small raise you fold and you have lost your chips, a lot of people call this bleeding your chips.
Others don’t agree with this statement, they would say if you’re willing to call the raise then why not raise yourself. I would say that also makes sense.
The way I would play this statement is... Don’t call a bet in early position unless you’re willing to call the raise. In early position you have so many players to act after you calling something you wouldn’t call a raise on just because you want to see the flop would be silly. In later position you might want to limp in with card you wouldn’t call a raise with because most or all of the action has already taken place and as I hear so often when I’m playing poker “any two cards can win”
On the whole I think it’s good to follow this rule, to stop you from bleeding your chips when you are a beginner to live poker.
